Please look into below my concern and help me with your suggestions.
We are from Hyderabad, India. My wife has applied Tier 4 General student visa and I have applied Tier 4 student dependent visa on 29th October, 2012. both the visa applications are under process at the British high commission now. In the UKBA website, it is mentioned as From 1st November, 2012 we need submit the Tuberculosis (TB) testing medical reports. That's the reason We have not submitted the tuberculosis (TB) testing reports as we have applied (on 29th October, 2012) before 1st November, 2012 only.
On the other hand, my friend is studying in UK now. Her husband applied for the Tier 4 student dependent visa on 3rd October, 2012 at the Hyderabad VFS Centre. His visa got rejected on 15th October, 2012 stating that "We refused your application as you have not submitted your Tuberculosis Reports".

My concern is My friend applied for the dependent visa on 3rd October, why does he need to submit the Tuberculosis reports? It is clearly mentioned in the UKBA as from 1st November, 2012 it is mandatory to submit the medical reports.
Since I have applied on 29th October, 2012 do they reject my application also stating the same Medical Reason?
Please tell us what do you want us to do now? I have spoken to the British High Commission and they are saying "Send an email stating your problem, we have no information regarding this". What should I do now? Can we send the Medical reports now in the middle of the process? Please suggest us.
Each input is precious to me. Please provide your valuable inputs.
