Please Help, Tricky Situation For My Turkmenistan Partner

My fiancee' has an indefinite stay visa, and a Turkmenistan passport, however she had her passport stolen last year and now only has a letter from the police saying they investigated but couldn't find the passport.
So she tried to go to the Turkmenistan embassy in London but they said over the phone that they cant issue her a new passport and she needs to go back to Turkmenistan to get it, the only problem is she is terrified of going back, she is only 20 and has no family over there and very little money.
So we talked to a immigration adviver and he said she could apply for British citizenship without needing her passport, she just needs proof that she reported it stolen, which she has, and now she has been studying for the test and today when she tried to apply they say she cant apply without id such as a passport, or driving license, and a load of other id's that she dosnt have and cant get hold off, the only ID she has is a holographic citizen ID card and the lady on test center phone said she cant use that, so now we are back at square one, can anyone please help us?

For that purpose she would need a temporary passport/return document from the embassy. It's worth discussing with an advisor whether this might suffice as ID and if not, whether she can apply for a HO travel document, it would also be an ID document. However the specifics depend on what ID she might have, any photocopies of the stolen passport may be useful, but will not suffice on their own.
It's correct that she can apply for naturalisation without a current passport, if she can show her identity and that there were no excess absences through things like bank statements, utility bills, wage slips, student records etc.

At the moment we have been told that if we ask the home office they can give us a letter saying that they know who she is and she is alowed to take the citzenship test, we are waiting for an email back from them now, but i don't know if this is true or not.
If this dosnt work I don't know what else to do, she cant go back to turkmenistan because she has no family over there nor money to support her self, and she is only 21 and is terrified of that country.
