If the interpreation of some of us is correct then it seems that the new rule has been tailor made for the OP, However, it would mean judicious juggling of his presence and absence periods. For instance, if a 365 day cycle started with a 28 day period of presence he would be OK but if it started with a 28 day period of absence he would not comply..
