Is New Evidence Submiting With Appeal Relevant ?

My spouse was rejected for a visa. I have read on the uk borders website that new evidence is acpted only if it before the date of refusal. I want to know is the date of refusal clasified by when my sponsor was given his passport back or before?

The date of the decision to refuse.  This is the date on the refusal notice.  New evidence would be something that did not exist before this date.  Additional evidence would be something that existed before this date but was not previously presented.

Hi guys my wife been turn down for settlement visa due to the lack of contact( communication) with her just one week after submitting application in algiers i did an appeal on her behalf with othe supporting documents as proof of contact as skype ,so what the time i will receive an respond ,some people say 2months some say 3 months and 6 months and more so what do u think in ur experience.
