Working In The Uk

I am a UK National resident here since birth 57 years ago One of my nieces is a Philippine National and currently lives/studies/works in the Philippines. She is aged 21 and will graduate in May 2013 with a Bachelor of Science in International Hospitality Management. She has expressed a desire to work in the UK and has a particular interest in catering management but would be happy doing any related hospitality work.
I am perfectly happy to act as a "sponsor" so there would be absolutely no recourse to state funds. However, where do we start?
Does she have to find an employer that will offer her a job in the UK before she starts making any immigration enquiries and if so, where does she look for such opportunities? Alternatively, does she have to apply for UK immigration first? Any help would be much appreciated.

She is unlikely to get a visa to work unless she can meet the following requirements
