Hello,
I was refused in 2006 from Student Visa. Now i want to apply again. But peoples are saying that your are bann for 10 years.
Guide me, whether i should re-apply or not.

does your refusal letter say you are banned for 10 years? if yes, you cannot reapply till 2016.

Well there you have it. A false declaration in an Entry Clearance application is liable to a ban for 10 years. Your next application will not meet with the requirements of para 320 7B as this event is not more than 10 years old.

Perhaps you are referring to suggestions for countries where you can study, other than the UK where you are banned until 2016? That would be the limit of your options - unless you marry a UK resident and enter the UK on that basis.
