Treasury solicitor is now requesting for more time again to wait for the ukba since the 21 days is over. The treasury solicitor wants a confirmation from my solicitor so that he can send it to the court because of the delay. Why the delay from ukba to instruct the treasury solicitor?

Asking for more time is quite common. The UKBA solicitors may need more time to prepare their bundle or put together a defence team.

But the treasury solicitor said they are waiting on ukba to get back to them

This is a matter of practice direction. Depending on which practice direction the court has adopted in your case.
