Can a friend; professional, living at the same address act as a reference for Naturalisation?

Hi,

 

I have a similar question about reference for my british citizenship, regarding the list of professional standing references... can a friend who is working in the IT field for several years (8+) and known me for over 3 years be by reference (he has a degree in electronics). I noticed that there is a category for engineers but its not clear as to who would be considered an engineer.

The  answer to question is yes, my contact counts as a reference as he is a professional with a degree (as confirmed by an OSCI immigration consultant outside this forum)
