Surinder Singh Route Or Wait For Referendum?

Hi peeps,

My husband is now a British citizen but has a child from a previous relationship who wants to live with us. Her mother is in agreement but we don't currently qualify for her to live with us under sole responsibility clause.
We have two options at the moment:
Bring her to England as an international student then apply for sole responsibility after a few years;

Or move to another EU country for a year and come back under European track.

Obviously the referendum makes things more complicated, does anyone have any advice which route they think might be best, we have started looking for jobs within the EU so could potentially go before the referendum date, I'm hoping that even in a Brexit vote we would have enough time to come back before we have officially left?

Or is it better to wait until June 23rd then decide what to do?
